国際ロータリーは75周年の記念事業として、3H計画(Health,Hunger and Humanit Grants:保険、飢餓追放及び人間性尊重補助金)を発足していた。これは、その名の通り健康改善、飢餓救済、人間性向上を目的としたもので、各クラブや地区のレベルでは扱い切れないような国際規模のプロジェクトをその対象とする。その展開の一つとしてポリオ・プラス計画がうまれた。これはWHOの一翼を担っての大計画で、世界中の幼児の健康を守る為にポリオのほか、麻疹、百日咳、ジフテリア、破傷風、結核の予防接種を推進する計画である。このポリオ・プラス運動の一環としての「インド麻疹免疫プロジェクト」の派遣ボランティアとして東京麹町ロータリークラブの山田彝・峰英二の両会員が選出され南インドで同プロジェクトの指導に奉仕した。
この時の山田会員の報告と当時の松平PGの個人的奉仕活動を基本に、当クラブの創立15周年の記念事業の一つとして「南インド・ポリオ免疫プロジェクト」を提唱し、100万円を基金として拠出した。

又、単に当クラブの世界社会奉仕委員会のプロジェクトとしではなく当クラブ全体のプロジェクトとしてとして取り上げる必要があるため、新たに実行委員会を設けて、事業年度に拘束されず継続的に執り行う事となった。

As part of its 75th anniversary commemoration, Rotary International launched its 3H program (Health, Hunger, and Humanitarian Grants). As the name suggests, it aimed to improve health, ameliorate hunger, and improve the quality of human life, encompassing projects that were international in scale and thus too big for individual clubs and Districts to manage. The Polio Plus initiative started in this milieu. This was a large-scale project in partnership with the WHO, spreading access to vaccines for polio, measles, pertussis, diphtheria, tetanus, and tuberculosis in order to safeguard the health of children around the world. As part of this Polio Plus initiative, our very own Tokyo Kojimachi Rotary Club members Mr. Tsune Yamada and Dr. Hideiji Mine were chosen to be sent to southern India to help lead the “India Measles Elimination Project.”

Based on the report written by Rotarian Yamada himself and then-PG Matsudaira’s service efforts as an individual, we announced the “South India Polio Immunization Project” to commemorate our 15th anniversary, establishing a fund of one million yen.

Recognizing the need to expand the project beyond the International Service Committee and into the club as a whole, we started an executive committee so that we could maintain the project long-term, without the constraints of presidential term limits.

山田彝会員が第258地区の世界社会奉仕委員会の委員長に任命され、このプロジェクトを地区の最優先プロジェクトとして推進。9月には同地区内13クラブと第275地区も共同提唱クラブとして参加。一クラブのプロジェクトから地区運営のプロジェクトへと発展し、事業は地区に移管した。
又、ロータリー財団に、このプロジェクトの特別助成金を申請する事となり、初めに提唱したクラブを代表して当クラブの坪田会長が署名し、当258地区の上田ガバナーと第275地区の清家ガバナーが両地区を代表して申請書に署名した。

10月になってロータリー財団から五万ドルの特別助成金の交付と、更に財団の3H計画の援助を申請したらよい、という助言の通知があった。
83年度の2月~3月にかけて、当クラブの山田会員と峰会員がこのプロジェクトの為に三週間、南インドで奉仕。この間日本から送られた4500ドース(単位)のポリオワクチンが、当クラブの寄贈ということで、ターミル・ナド州の公健保健相ハンデ氏に寄贈する式典が盛大に行われた。
尚、当クラブは、このプロジェクトによって3月の地区大会でガバナー賞を受賞した。

Rotarian Tsune Yamada was chosen to be International Service Committee Chairman for District 258 and promoted this project as a top-priority for the District. In September of that year, thirteen other clubs in our District and District 275 joined in the project. Thus, what had started as a club-level project expanded into a District-level project. We also applied for a Special Grant from the Rotary Foundation for this project, with President Tsubota of the Tokyo Kojimachi Rotary Club signing the petition as the sitting president of the club where the project started, with District 256 Governor Ueda and District 275 Governor Seike also signing the application.

In October of that year, the Rotary Foundation earmarked $50,000 for the project and advised us to apply for help from the 3H Plan already in effect through the Foundation. Rotarians. Yamada and Mine from the Tokyo Kojimachi Rotary Club spent three weeks in southern India serving in this program in February to March of 1983 for this project. During this time, 4500 doses of polio vaccines from Japan arrived in India, being recognized as a gift from our club, so that there was a ceremony presenting the vaccines to the then-Minister of the Department of Health and Family Welfare of State of Tamil Nadu, Dr. Hande. Thanks to this project, our club received the Governor’s Award at the District meeting held in March.

地区運営のプロジェクトとして発展した「南インド・ポリオ免疫プロジェクト」を支援する為に、同プロジェクトの交通費を当クラブの世界社会奉仕委員会の予算で負担する事となった。

In order to support the “South India Polio Immunization Project,” which had started as a District-level project, it was decided that transportation costs for this project be paid from the International Service Committee budget of our club.

当クラブの山田会員が再度、地区の世界社会奉仕委員長に、峰会員が同委員に選任され、当クラブとして、この機会に具体的に「南インド・ポリオ免役プロジェクト」を推進すべく、予算85万円を計上した。又、当プロジェクトは国際ロータリーの3H計画のプロジェクト、ポリオ・プラス計画の中で最優先順位に指定された。

当クラブの世界社会奉仕委員会の中分委員長より、当クラブがスタートさせた「南インド・ポリオ免役プロジェクト」を成功させるには、ポリオのワクチンを摂氏零下20°C以下で冷凍保存するコールド・チェインを南インドに設置して、南インドの乳幼児をポリオから守る為の基金の創出を提案され、地区でもこの基金に500万円プラスし、冷凍庫設置としての基金の設置をきめた。

Rotarian Yamada was chosen again to be Chairman of the District International Service Committee, with Rotarian Mine joining as committee member, so that the Tokyo Kojimachi RC budgeted \850,000 for the “South India Polio Immunization Project” to support the initiative more fully as a club. At the same time, this project was made the highest-priority project within the Polio Plus initiative of Rotary International’s 3H Project.

Then-Chairman Nakabun of our International Service Committee came up with the idea of a fund to protect the children of southern India from polio through establishing a cold chain in southern India, which would keep polio vaccines frozen at minus 20 degrees Centigrade, in order to make the “South India Polio Immunization Project” started by our club a true success. For this end, the District earmarked an additional \5 million for the fund, in order to pay for refrigeration units.

日本ポリオプラス委員会提唱案により、会員一人当たり4000円宛て五ヵ年で2万円の寄付との事で、当クラブは会員100名分(当時)で200万円を、今年度一括拠出を決定した。

In accordance with the call from the Japan Polio Plus Committee, the Tokyo Kojimachi Rotary Club set a goal of having each member donate \4000 for five years, for a total of \20,000 each, so that we could donate a club total of \2 million for this year, from our one hundred members (at the time).

国立演芸場の寄席を貸切で、チャリティー公演とした。

We hosted a charity concert and donated $200 per member (total of \1,012,000). We chartered an exclusive vaudeville comedy performance at the National Engei Hall as our charity performance.

In Memoriam: Rotarians Tsune and Mine, Polio Plus

わが東京麹町ロータリークラブは2018年6月17日をもって創立50周年の大きな節目を迎えます。
この50年間の中で、わがクラブが世界に誇れる最大の活動は、山田彝、峰英二両会員が身命を賭して自ら活動を始め、その尽力の結果RIの最重要活動に至ったエンド・ポリオでした。
エンド・ポリオも終局に至った現在、両会員の人となりを十分に知ることができる本書を、より多くの皆様にお読みいただければと存じます。

The Tokyo Kojimachi Rotary Club celebrated its 50th anniversary on June 17, 2018. During this half-century period, the greatest achievement of our club that we can boast to the world is End Polio, which began with Rotarians Tsune Yamada and Hideji Mine’s martyrdom, culminating in the project becoming Rotary International’s highest-priority project.
Now that the goals of End Polio are nearly accomplished, we believe it especially important to make available this book detailing the lives and achievements of these two exemplary Rotarians, so that as many people as possible can read about them.
